Why that order
The reason connects the evidence to the claim. Without it you have a number and an opinion in the same paragraph.
A worked example
We should increase testing time, because the current release process is producing too many defects. Last quarter 22 per cent of production issues came from incomplete testing.
A framework tells you what shape the answer takes. It cannot tell you whether shape is what you are short of, and for most people it is not. Which one is yours, and whether a framework is the right instrument at all, is what a Discovery Call is for.
