Why that order
The acknowledgement and the answer are what stop the bridge being an evasion. Bridging without answering first is the move everybody recognises and nobody respects.

Yes, there is an additional cost. It comes from the expanded support requirement. The more important point is that the additional support is what reduces the implementation risk.
