Why that order
Recovery is a communication capability, not evidence of failure. The communicator does not need to appear perfect. They need to regain structure, and doing it visibly costs far less than continuing while lost.
A worked example
There were several things I wanted to cover. Let me simplify that. There are actually two issues: the timeline and the cost.

Restarting repeatedly without ever recovering the structure, which turns one visible recovery into a pattern.
