Why that order
It gives the listener a map before the journey and a summary after it, which is what lets somebody who drifted for thirty seconds rejoin without asking. The cost is repetition, which is why it belongs in a prepared talk and not in a two minute update.
A worked example
There are two risks I want to cover: the vendor and the environment. [the two risks] So, two risks: the vendor, which we are managing, and the environment, which needs a decision from you.
What usually goes wrong
Using it on something short. On a two minute update it triples the length and insults the listener.

A framework tells you what shape the answer takes. It cannot tell you whether shape is what you are short of, and for most people it is not. Which one is yours, and whether a framework is the right instrument at all, is what a Discovery Call is for.
