Why that order
The reasoning is the step people drop, and it is the one that does the work: evidence beside a claim is a coincidence until somebody explains the connection.
A worked example
- Claim
- We should move to a four day release cycle.
- Evidence
- Our current cycle produces a large batch of defects at the end of each month.
- Reasoning
- Smaller cycles would let defects be found and corrected earlier.
