Why that order
A peer cannot set an expectation, so the last step is a suggestion rather than a requirement. Getting that wrong is what makes peer feedback land as overreach.
A worked example
During yesterday's meeting you came in twice while the client was still explaining. They had to repeat themselves. Next time it might land better to let them finish and summarise the concern first.

A framework tells you what shape the answer takes. It cannot tell you whether shape is what you are short of, and for most people it is not. Which one is yours, and whether a framework is the right instrument at all, is what a Discovery Call is for.
