Why that order
It interrupts an assumption before the assumption becomes a conflict, which is where most of these end up.
A worked example
They say the proposal is not ready.
When you say it is not ready, do you mean the analysis needs more work, or that the recommendation itself needs to change?
What usually goes wrong
Asking for clarification when the meaning is already plain, which reads as either inattention or evasion.

A framework tells you what shape the answer takes. It cannot tell you whether shape is what you are short of, and for most people it is not. Which one is yours, and whether a framework is the right instrument at all, is what a Discovery Call is for.
