Why that order
The test is not what was said. It is what reached the listener. So precision needs four questions: what do I mean, what exactly am I saying, could this be read another way, and did it land as intended.
A worked example
We need to bring the API response time below two seconds before Friday's release.
The second names the thing, the level and the deadline. The first names none of the three.

The listener knows exactly what is expected.
What usually goes wrong
Mistaking precision for technical language. Precision is about meaning, not sophistication, and jargon usually reduces it.

A framework tells you what shape the answer takes. It cannot tell you whether shape is what you are short of, and for most people it is not. Which one is yours, and whether a framework is the right instrument at all, is what a Discovery Call is for.
