Why that order
A person can change a behaviour. They cannot act on you are a poor listener, which is a verdict rather than information.
A worked example
In yesterday's meeting you began responding before the other person had finished explaining the issue. They had to repeat their concern. That made the discussion longer and less clear.
You have it right when
The person knows exactly what to do differently next time.

A framework tells you what shape the answer takes. It cannot tell you whether shape is what you are short of, and for most people it is not. Which one is yours, and whether a framework is the right instrument at all, is what a Discovery Call is for.
